This concept note outlines how Kigali can scale gender inclusive electric motorcycle deployment by extending the results of the SOLUTIONSplus pilot, which supported women riders, improved vehicle and battery design and strengthened institutional coordination. It identifies remaining regulatory, financial and ecosystem barriers and shows how the Mitigation Action Facility project can accelerate adoption through targeted financial support, increased participation of women and strengthened national policy frameworks.
