This concept note outlines how Hanoi can expand shared electric moped services to improve last mile access to metro and BRT stations. Building on a successful pilot, it identifies operational barriers, policy gaps and infrastructure constraints, and proposes a structured plan with fourteen docking stations and one hundred and forty vehicles, supported by digital systems, stakeholder coordination and alignment with national climate commitments.
