SOLUTIONSPlus Scale-Up Concept Note: Scaling Sustainable and Electric Urban Mobility Solutions in Dar es Salaam

This concept note examines how Dar es Salaam can scale sustainable and electric mobility solutions by drawing on four years of implementation experience from the SOLUTIONSplus Living Lab. It analyses the city’s rapid urbanisation, the growing role of three wheelers and motorcycles as feeder services, and the continued expansion of the Bus Rapid Transit network. The document summarises achievements in electrifying three wheelers, introducing pedal assist electric bicycles, creating data driven feasibility assessments, and strengthening institutional capacity through training, policy development and awareness activities. It identifies remaining challenges such as limited regulatory clarity, fragmented institutional coordination, small pilot fleet sizes, gaps in technical skills and the need for expanded feasibility analyses for additional modes including buses and motorcycles.
